The Wells Branch Community
Library District was created by election on August 8,1998, soon after Texas
legislation allowed the establishment of library districts in areas not
served by existing library systems.
The District collects sales
tax revenue of 1/2 % from local businesses. The library also receives fees from
meeting room rentals and other services. An elected governing board of 5
trustees
manages the funds and operates the library.
From the beginning, the
community has been heavily involved with the library. People in the
community donated thousands of books and volunteered to open and staff the
library during the first years. February 20, 1999, we officially opened
the library in a strip center located directly across from one of the
neighborhood elementary schools. In October 1999 we added a dedicated
Children's room.
With major input from the
community and a substantial bank loan, we built a permanent structure on property provided by the Wells
Branch MUD. Moman Architects designed the building to provide 16,000
sq. ft. of library space and meeting rooms. The building was awarded
2 energy star status, a real plus for a
commercial building. On December 8, 2003 the library opened its doors at our permanent
facility (see the festivities).
Due to tireless hours spent by trustee Paul Vancil the library was able to provide Internet access
at 25 public terminals, including 5 with
filtered access for children, 4 for teens, and 4 for employment assistance. Both
library buildings provide wireless access.
The 2007 Loan
Star grant from Texas State Library provided 10 replacement computers and
other upgrades. On-line catalog provides access to patron account information and
searches.
Internet access is
provided at a deep discount by Time Warner Cable. We receive the federal E-rate discount for telecommunications in addition to
a state telecommunications discount.
Our staff
has grown to a
Library Director, Assistant Director, Children's Librarian, Reference Librarian and several clerks.
We regularly utilize volunteers
to supplement staff in general operations and help with special projects.
Our collection currently consists of approximately 34,000 books, audio
tapes, videos, and other materials. Although patrons, other libraries and
publishers donated the initial core of the collection, the library purchases a wide
variety of materials annually based on patron needs and requests.
The expected library budget
for 2008 is approximately $522,000. This includes anticipated funds
from donations, grants, FOL fundraising and other sources in addition
to sales taxes. The Board is committed to growing the library and funding
programs that meet the needs of the neighborhood residents.
